Mulan Talent Tree Build
You can pick anything because you will never use her as a primary commander. You can look at her fourth skill and you will see that she must be used as a secondary commander but if you do not need that skill then you can use her as Primary commander and get a nice talent tree but I would not recommend that. So do not worry about the Mulan talent tree build. If you are interested more in Mulan’s history you can check it on Wikipedia.
Mulan Guide
Mulan is so powerful because she is offering 15 of attack defense and health and also a bunch of march speed and march speed to nearby allies.
For now, I would not recommend you invest in Mulan because you have to invest your universal legendary commander sculptures and there is a chance that she will come to gold keys or in an expedition. If you invest in Mulan now you will make a big mistake, there are better Rise Of Kingdoms Commanders.
Skill order- First you have to max her first skill because it is most powerful. After that, you can go with a second skill. It will give nice survivability to Mulan and we all know that a lot of cavalry players will focus her on-field battles.
The third skill is for experience and it is not worth it. So try to unlock the fourth skill.

Any tank commander– you can pair with any tank commander that will increase her survivability.
DPS Commander– I would not advise you to pair Mulan with DPS commanders like Khan because you will be focused a lot and because together they have low survivability you will die fast.
Joan Of Arc
Joan of Arc is Best pair for Mulan is Buff is stackable and you will get an insane amount of stats, rage, etc. This combo will be game-changing in Ark of Osiris, kingdoms vs kingdoms, and on Ruins. The only problem with the combo is that players will focus you a lot.
Richard
Well you want to keep Mulan alive as much you can and because you want to hide her I would advise you to hide Mulan with Richard. So if players start focusing on you you will be able to survive longer so use Richard talent tree.
